I am for dismantling foreign aid and returning to the pre-McNamara Bank model of lender of last resort (countries look on the international capital market; then turn to the World Bank who may lend but on commercial terms). This idea is a step in the right direction - grants treated as contracts with terms and conditions and payment schedules that are based on performance and hands-off once the contract is signed. ![](https://lh3.googleusercontent.com/blogger_img_proxy/AEn0k_uX1Y-aRzMpC5AZUTezfjLeWdc16VRksapDmpnKn9KUsJEWNhCruF_MHjmOX0xy8xX7hKTefFNE2lQiAtUBIs9WXixUEb7WctMlGDGQ1flb7DEJxV_Zr9Wzz-LzbHPPLHhjmbNABTJr1XTshjX_YQFNkdHzjYruWAdkddt2WBHGs-lllmBsTogPZ8OQHKR_UlLd8iLtXeIu7bjMSdQ1nHM2hjDI-f8bo5XFoHRwY4TeC513DE6EzTwCtCM0AXb2EWatmhYxJzA1g5avAzPOdtaiA9Uo3bIjT20_Zf5uqxmtFpUqTQtIJlXrnhi00ztx8RZM1GhyEneaSPB8UpIT_i-IHFC2mhsMA9OOE08xKqVbkiF1WZyHCPd9iKI8LdeN1VPoJ2hf1aKo69x21qWWsQy7BgoO-6P6laquyh53Yug0c5YR8yez4YanBpOAdxSjvz4KlUoAXzVQ6U5xOmgqF9T8E7z1EUbqJRGMU7tajJv8_ZmEvY71k4yepUI3yJ8gC4O9goqU-uMkhd4KCRuTbO3CYZpftTyz3-ass_PEuDHn1a83fO9Ch9LXJrHB-JPgJLNksEazjjF9ZgCKzF48RCdkmg2GhqF7jXzM4scgL2y10wmPVd9GYJXCOWhfbfWnx-0GWa8ruUrdkWxswHXwBLMcG99b9gnXkIs7YTMq4LvZ0F2KFp9V2zr7mtZzlpkD-qgzHTe9Wc0N2vkiAH98nRV3SpB41pcJx05vCibA2ulwsNSWMAcXsqNzVsU2NmShb6mYOGYZECK5iq6yt7H8n8TBD-5e-1sG273WK9G0D0Y37wUtwT4PCIlK9A=s0-d)
